Right now, our Workforce Development team is adding a Case Manager in our Youth Services Department. This role will be based out of Longview, WA.

Program Summary: The youth programs provide case management, training and support to youth and adults 16-24 years of age. Job readiness and work experience are a pivotal part of the program. The youth programs rely heavily on good relationships with community employers, both public and private. Youth in WIOA are out of school individuals aged 16-24 in need of GED completion, vocational and life skills training. Youth in Jumpstart often present with multiple barriers to employment. The programs strive to prepare and assist targeted low-income youth for educational attainment and for jobs that lead towards career development.

 

Summary: Provide training, educational and resource navigation support to opportunity youth in order to help them become self-sufficient in post-secondary education or in-demand jobs.

 

Essential Duties and Responsibilities: Other duties may be assigned relevant to program success.

  • Interact in a positive, professional manner with school staff, intervention specialists, truancy, juvenile justice and students, as well as employers and community partners
  • Partners with Youth Team and Youth Consortium Partners to support effective service delivery to the region’s caseload.
  • Collaborates with talent development Specialist to recruit and determines participant eligibility for work experience.  Maintains accurate, up to date case files in ETO and Caseworthy for work experiences.
  • Initiate and maintain personal contacts with employers to develop job, WEX opportunities, outreach, recruitment, and positive public relations.
  • Ensure that existing and potential WEX host sites are eligible, appropriate, and approved for participants.
  • Communicate clearly and effectively with Work Experience youth as well as work site supervisors
  • Collaborate with Case Managers, Instructors, and participants to set up and conduct workshops and classes covering, but not limited to, resume writing, job search, interview techniques and procedures, mock interviews, problem solving, goal setting, and other vocational offerings.
  • Coordinates with team in assessing participant employment and training needs, determines employment goals and objectives, and assists participant in the development of an Individualized Service Plan.
  • Advises participants about potential community resources and facilitate appropriate linkages with community resource agencies to advocate on behalf of participant with these agencies
  • Ensures that each participant is job ready and has received appropriate vocational guidance, employment readiness training and interview preparation.
  • Assist in educational, vocational, and Work Experience placements
  • Collaborates as a member of the youth team to provide bimonthly reports to Youth Program Manager
  • Participates in all organizational meetings as required by supervisor.
  • Conducts follow-up services with customers regarding their job search and additional training /needs.
  • Monitors youth performance outcomes
  • Facilitate behavior rehearsal on the part of the students to solidify skill attainment
  • Using the Objective Assessment and Individualized Service Strategy, determine and justify participant training and credential purchases.
  • Supports the team and individual youth working to obtain a GED, Industry Recognized Credential, or high school diploma.
  • Facilitate quarterly meetings and develop partnerships with community partners and/or local businesses and schedule speakers.
  • Network with and maintain a positive relationship with WSW, WIOA providers and Host Agency partners to identify training and employment opportunities.
  • Stays informed of community, agency, and program information through inter-office communications, participation in professional development activities and other community events.
  • Other duties as assigned.

 

Supervisory Responsibilities: None

 

Education and/or Experience:

 

  • Knowledge of  Cowlitz County and Wahkiakum  County Employers and industry desired
  •  Knowledge of Southwest Washington Resources preferred
  • Exceptional communications skills are strongly desired.
  • Experience working with employers and the business community desired.
  • Strong problem-solving ability and can Implement innovative solutions.
  • Detail oriented, able to anticipate, plan and organize obligations and job duties. 
  • Graduation from high school. (Associates Degree or equivalent experience desired)
  • One year experience in assisting youth in attaining educational goals and work skills
  • Strong commitment and experience in helping young adults succeed in their life, learn necessary life skills and feel empowered to improve their circumstances.
  • A demonstrated ability to plan, organize and present information to youth.
  • An ability to gain rapport and relate in a sensitive manner with youth with a multi-racial and multi-cultural background.
  • Demonstrated ability to work in a team environment as well as working with little supervision.
  • Basic Computer knowledge, Word, Excel, and Outlook
  • Valid driver’s license and reliable transportation.

 

 

Language Skills: Ability to read and interpret documents such as textbooks, job descriptions, computer applications, etc.
