Right now, our Workforce Development team is adding a Director of Community Support Programs. This role will be based out of Tacoma, WA.

Position Summary:

Working with community partners and federal, state and local funding organizations, Goodwill’s workforce development team meets individuals where they are and helps them move forward through training, work and the provision of supportive services.

 

The Director of Community Support Programs supports and oversees Goodwill 5 community focused programs:

  1. Senior Community Service Employment Program (SCSEP)
  2. WorkFirst
  3. Disability Services
  4. Veteran and Military Services
  5. Youth Programs

 

Across all of these programs the director will give strategic direction, support best practices, increase collaboration and elevate strengths to benefit all the community focused programs (and Vocational School content).  In conjunction with the program managers will maximize the effectiveness of program deliverables and overall performance, being readily available to assist and guide with programmatic decisions and contract requirements. 

 

  1. Actively participate as a part of the Workforce Development Leadership Team to develop initiatives and strategies that impact the region and to guide the operations, policies and procedures for the entire Workforce Development organization.
  2. Work closely with colleagues on the Workforce Development Leadership team in developing and managing standardization of infrastructure to assure consistencies in service delivery and quality across the entire 15 county area.  Paying particular attention to how our community programs might serve a larger population across the 15 counties and strategizing with the other program directors on what expansion would look.
  3. Lead strategic planning and execution of strategic initiatives to continuously evolve the way in which our community programs serve our region taking into account our specific populations and remote, hybrid and in person engagement.  Work in partnership particularly with the Director of Internal and External Engagement regarding community interface as we consider expansion.
  4. Actively engage with community organizations that intersect with the community program areas, giving additional capacity to the work that program managers already do in this area, and focusing on increased visibility for our programs and partnerships for expanded impact.
  5. Develop and maintain programs and services that take into account the issue of racism and the impact that implicit bias can have on program development, marketing, community engagement, community participation, community assessment and ultimately career pathway job placement.  Center that issue as policies, procedures and processes are developed.  Use this to guide the delivery of services.  Work in  partnership with the Executive Team and the VP of Anti-Racism, Equity, Diversity and Inclusion.
  6. Participate in monitoring and auditing functions for programs, working with the program managers over time to ensure they have the support needed across the organization to meet all contractual obligations for high quality programs.
  7. Ensure all programs have and maintain policies and procedures for effective program operations, support the development effort where needed.
  8. Working with each program manager and their populations, give insight, guidance and support on reducing risk factors; navigating systems to increase participant success; ensuring participant stability, safety and wellness; and building competencies per contract requirements.
  9. Partner with the VP of Fundraising regarding strategies for program funding, including government, private and corporate opportunities.
  10. Oversee Commission on Accreditation of Rehabilitation Facilities (CARF) compliance responsibilities and coordinate effort across the Goodwill of the Olympics and Rainier Region organization.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Champion anti-racism in all engagements and interactions both internal and external to the organization.
  • Develop a structure through which to stay engaged with regional responsibilities and relationships with the rest of the Workforce Development leadership team.
  • Create and maintain a culture conducive to attainment of business objectives through individual relationships and team building, both internal to the entire Goodwill organization and also to external partners
  • Identify and advance programmatic innovations to meet the changing needs of the communities served
  • Lead teams to set annual goals, evaluate progress toward those goals, and support the professional development needs and interests of staff
  • Coordinate and resolve administrative functions tied to finance, IT and HR. 
  • Coordinate the budget process with each program manager.  Monthly, evaluate revenues and expenditures and work with management, staff, and partners, to align revenue and expenditures with budget.  Coordinate all internal processes for budget due diligence. 
  • Facilitate IT requests and updates regarding equipment and needs
  • Ensure that the program services, staffing, program policies and procedures emphasize equal access to ensure a safe, supportive, and productive work team that is best positioned to meet the diverse needs of the community it serves.
  • Oversee service delivery ensure that both Goodwill and Contract outcomes meet performance expectations.
  • Ensure that participant data is regularly entered into Goodwill’s data system.  Review regularly to assure data integrity and to increase the quality, efficiency, and effectiveness, and use data to inform decision making, the use of resources, and the continued evolution of Goodwill’s offerings. 
  • Other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES:

This is a supervisory role.  This position is expected to ensure all staff have the support they need to meet their goals, as well as to perform supervisory tasks such as time card approval, vacation approval, staff training, etc.

 

EDUCATION AND EXPERIENCE:       

  • Bachelor’s degree or greater than 5 years of administration and leadership experience with direct reports
  • Work experience in the contract RFP process and management of those contracts
  • Experience in budget development and business development
  • Demonstrated experience developing strategic plans and innovative/creative solutions
  • Demonstrated experience with change management and strategic planning
  • Past experience with oversight of program delivery, particularly for at risk populations
  • Demonstrated oral and written communication skills. 
  • Fluency with Microsoft office suite
  • High level of digital literacy as our work is highly digital and technology based
  • Mastery of skills needed to build relationships, develop internal/external strategic partnerships and the ability to work collaboratively across various functions

Preferred:

  • Master’s Degree or 7 years’ experience with managing programmatic and administrative functions
  • Seven years or more experience managing direct reports
  • Extensive experience working with at risk populations
  • Experience with case management tracking systems
  • Experience with data analytics and in depth reporting
